West Virginia Councilwoman Arrested for 2nd DUI

A Charleston City, WV councilwoman was arrested for DUI on Sunday at a Wendy's drive-thru. This is her second DUI arrest.

Teresa "Tricky" Reed, who represents Charleston's fifth ward, was charged with a misdemeanor for her second DUI offense.

According to the complaint, officers were alerted to the situation when employees at Wendy's called complaining that a costumer in the drive thru was argumentative and appeared to be intoxicated.

When the officers arrived, Reed was pulled over and, when asked, told the officers that she hadn't been drinking.  However, the complaint said that the officers could smell alcohol on Reed's breath, and that she wouldn't look at the officers while she was talking. The complaint also mentions that Reed was slurring her speech and that her eyes were glossy--two common signs of intoxication.

After performing three field sobriety tests, the officers concluded that Reed had a "high probability of impairment." Reed then agreed to take a breathalyzer test, but refused to blow into the machine. She was then taken back to the police station where she agreed to take the test again, but only blew short puffs of air that didn't register with the machine.

Reed was previously convicted of DUI in October 2007.
